Since you have received this letter, the IRS claims that you must have ignored the other letters or notices that they sent you, asking that you make the payment for the outstanding tax amount. The IRS requests that you respond now to avoid further enforced collection action.
The letter will describe what penalties and interest they have charged you, and the applicable IRC sections. I’m not clear on the full significance of this letter. The IRS makes various attempts at getting people to realize the seriousness of paying their taxes.
